Description: THE EUROPEAN GREEN DEAL AND THE 2030 CLIMATE TARGET PLAN AIM TO REDUCE GHG EMISSIONS BY AT LEAST 55% IN 2030, RELATIVE TO 1990, AND ACHIEVE CLIMATE NEUTRALITY IN 2050. ALL SECTORS SHOULD CONTRIBUTE TO THIS TARGET, INCLUDING MARITIME TRANSPORT. THEREFORE, THE UTILIZATION OF NEW ENERGY CARRIERS (FUELS) AND NEW ENERGY CONVERTERS (ENGINES/FUEL CELLS/BATTERIES) IS NECESSARY TO ACHIEVE THE STRATEGIC TARGETS. SUCH NEW FUELS AND ENERGY CONVERTERS WILL HAVE TO BE DEVISED, DESIGNED, TESTED, AND IMPLEMENTED IN COMMERCIAL SHIPPING IN A SAFE MANNER. AMMONIA IS AMONG THE MOST PREVALENT OPTIONS OF NEW FUELS TO BE USED IN COMMERCIAL SHIPPING FOR MEETING THE 2050 TARGETS. HOWEVER, THERE IS PROVEN EXPERIENCE IN HANDLING AMMONIA IN THE MARITIME SECTOR, KNOWLEDGE IS LIMITED TO SHIPS CARRYING AMMONIA AS CARGO. ITS POTENTIAL WIDE USE AS A BUNKER FUEL IMPLIES A SHIFT FROM ONE-OFF OPERATIONS WITH AMMONIA TO EXTENSIVE USE, WHICH INCREASES THE RISKS CONSIDERABLY. IN SUPPORT TO EMSA’S MISSION THIS STUDY WILL CREATE THE FOUNDATION FOR THE SAFE DESIGN AND USE OF AMMONIA AS FUEL IN COMMERCIAL SHIPPING, WITH THE INTENT TO SET A HARMONIZED APPROACH ACROSS THE SHIPPING INDUSTRY. THIS WILL BE ACHIEVED BY CHARACTERISING AMMONIA AS CHEMICAL AND AS FUEL, REVIEW OF AVAILABLE RULES, REGULATIONS AND BEST PRACTICES IN SHIPPING AS WELL AS IN OTHER INDUSTRIES, APPLICATION OF SAFETY, RISK AND RELIABILITY ASSESSMENTS OF RELEVANT EQUIPMENT, SYSTEMS, AND SYSTEM OF SYSTEMS, AND SAFETY ASSESSMENT OF DIFFERENT SPECIFIC SHIP TYPES/DESIGNS, IN ORDER TO DEVELOP A GOAL-BASED GUIDANCE FOR SHIPS THAT WILL USE AMMONIA AS FUEL.
